Policy turns evidence into one of four verdicts, scaled to what the action is worth and who is asking.
From evidence to verdict
Deterministic Gate-1 rules run first: hardware attestation status, capture provenance, action binding, and the server-verified assertion. Any failure blocks locally, before any upstream call.
The liveness score is then resolved against the stakes of the action. A gray-zone score on a high-value transfer escalates for a second check; the same score on a low-stakes action may authorize with a flag.
The verdict is one of authorize, restrain, escalate, or block — and the true verdict is computed identically regardless of how much you have chosen to enforce.
